Governing the green-green dilemma: how can biodiversity conservation issues be integrated into the development of renewable energy?
The expression green-green dilemma has emerged to describe the potential incompatibilities underlying two imperative objectives of the ecological transition: the deployment of renewable energies and the conservation of biodiversity. The project called DILEM aims to analyse, from the perspective of ecology and sociology, how the tensions of the ecological transition are governed and how they might be reduced. To analyse these tensions, the project proposes a multi-sited analysis. By focusing on certain specific measures (regional planning, 'renewable energy acceleration zones', impact studies and Natura 2000 impact studies for renewable energy projects), we will be able to understand the 'concrete' trade-offs between these tensions, as well as the role of the various players involved in these public policies. The first part will be devoted to the way in which the recent reconfiguration of roles between the State and the Regions may or may not help to promote the cross-cutting nature of biodiversity conservation issues. The second part will look at the decision-making processes involved in the choice of future RE siting areas, compared with the mapping of the sensitivity of species to their impact in order to measure the 'effective' integration of these issues. The third section will look at the way in which renewable energy projects are handled in areas that are particularly important for biodiversity, such as Natura 2000 sites, and how this zoning can contribute to the production of a relevant doctrine for limiting the impact of the energy transition on biodiversity. In order to build up a very close cross-disciplinary relationship between the production of knowledge to provide tools for public action (ecological approach) and insights into how public action works 'in practice' (sociological approach), the project will be led by an interdisciplinary team within CESCO (MNHN).
